High School Diploma Verification & Foreign Credential Evaluation Policy

1. Purpose

Global Career Institute requires verification and authentication of foreign educational credentials to ensure that applicants who present education completed outside the United States have provided valid documentation demonstrating the required level of education for admission.

This policy establishes a consistent process for reviewing foreign high-school diplomas, secondary-school certificates, transcripts, examination certificates, and other foreign educational credentials.

2. Scope

This policy applies to all applicants presenting foreign educational credentials, regardless of the country in which the education was completed or the type of foreign credential presented.

3. Direct Submission Requirement

Applicants presenting foreign educational credentials must arrange for the issuing school, educational institution, examination authority, ministry of education, or other authorized issuing entity to send the required official educational documents directly to Global Career Institute.

Documents submitted directly by the student, including photocopies, photographs, scans, or electronic copies, may be used for preliminary review but will not constitute final official documentation unless specifically accepted by Global Career Institute for verification purposes.

4. Required Foreign Credential Documentation

Depending on the country and educational system, Global Career Institute may require:

  • Official high-school diploma or secondary-school completion certificate;
  • Official secondary-school transcript or academic record;
  • Official examination certificate or examination results;
  • Verification from the issuing school;
  • Verification from the applicable examination authority;
  • Verification from the applicable ministry or department of education;
  • Certified English translation when documents are not in English; and/or
  • A foreign credential evaluation establishing U.S. educational equivalency.

5. Authentication and Verification

All applicants presenting foreign educational credentials must have their credentials authenticated or otherwise verified as genuine and valid for admission purposes.

Global Career Institute will determine the appropriate method of authentication based on the country, educational system, credential, and available verification procedures.

Authentication may include:

  • Direct verification with the issuing school or educational institution;
  • Direct verification with a national or regional examination authority;
  • Verification with the applicable ministry or department of education;
  • Verification through an official online credential or examination-verification system;
  • Receipt of official records directly from the issuing institution or authorized educational authority; or
  • A credential evaluation from an evaluation service acceptable to Global Career Institute.

The verification must establish, to the satisfaction of Global Career Institute, that the credential is authentic, was legitimately issued to the applicant, and represents completion of the level of education required for admission.

6. U.S. Educational Equivalency

For foreign secondary-school credentials, Global Career Institute must be able to reasonably establish that the credential represents completion of secondary education comparable to the educational requirement applicable to the student’s program.

When direct official verification does not adequately establish authenticity or U.S. educational equivalency, GCI may require an applicant to obtain and pay for an approved foreign credential evaluation demonstrating U.S. high-school equivalency.

7. Student Responsibility

The applicant is responsible for:

  • Providing accurate information regarding all foreign educational credentials;
  • Requesting that official documents be sent directly to Global Career Institute;
  • Providing any required translations;
  • Cooperating with authentication and verification requests; and
  • Providing additional documentation when the original submission cannot be authenticated or verified.

Failure to provide documentation in the required manner may result in the applicant’s admission being delayed or denied.

8. Documents Submitted by Students

Documents provided directly by an applicant may be reviewed for preliminary admissions purposes. However, when Global Career Institute requires official verification, the applicant must arrange for the appropriate issuing institution or authorized educational authority to send the official documentation directly to the Institute.

Global Career Institute reserves the right to reject documents that cannot be authenticated or whose authenticity cannot reasonably be established.

9. Suspected Fraud or Misrepresentation

If Global Career Institute has reason to believe that a foreign educational document has been altered, falsified, fraudulently obtained, or materially misrepresented, the Institute may:

  • Suspend the admissions determination;
  • Request additional verification;
  • Contact the issuing institution or educational authority;
  • Require a formal credential evaluation;
  • Deny admission if the credential cannot be authenticated; and/or
  • Take other action permitted by applicable law and institutional policy.

10. Admissions Determination

An applicant presenting foreign educational credentials will not be considered fully verified until Global Career Institute has received and reviewed the required official documentation and completed the applicable authentication process.

The Admissions Department will document the verification in the student’s admissions file. The file should identify:

  • Credential presented;
  • Issuing institution or authority;
  • Country of education;
  • Date documents were received;
  • Method of authentication;
  • Verification result;
  • U.S. educational equivalency determination, when applicable;
  • Name of the employee completing the verification; and
  • Date of final determination.

11. Verification Status

Verified — Authentic and Equivalent

Official documentation has been received and authenticated, and the educational credential satisfies the applicable admissions requirement.

Pending — Verification Required

Additional documentation or authentication is required before the admissions determination can be finalized.

Not Verified — Admission Requirement Not Satisfied

The credential could not be authenticated or does not satisfy the applicable educational requirement.

12. Exceptions

Any exception to this policy must be approved by the designated Admissions Director or other authorized institutional official and must be documented in the student’s admissions file.

Any program-specific requirement imposed by the Texas Workforce Commission, another Texas state agency, an accrediting organization, licensing authority, funding source, or applicable law will supersede this general policy.

13. Record Retention

Global Career Institute will maintain documentation of foreign credential authentication and admissions determinations in accordance with applicable Texas requirements and the Institute’s record-retention policies.
